Another Warning: Chief Of Staff Awaiting New Terrorism Outbreak

Arutz Sheva july 29, 2003

Echoing in stronger terms the warnings of many of Israel’s security
leaders over the past weeks, IDF Chief of Staff Lt.-Gen. Moshe Yaalon said
today that he is “beginning to count the days until the next outbreak of
[Palestinian] violence.”

Echoing in stronger terms the warnings of many of Israel’s security leaders
over the past weeks, IDF Chief of Staff Lt.-Gen. Moshe Yaalon said today that
he is “beginning to count the days until the next outbreak of [Palestinian]
violence.”

Yaalon told reporters in the Tel HaShomer Army Base this morning that the IDF
is preparing for a renewal of terrorism, “as the PA is currently not
dismantling the terror infrastructures… There could be an interim period of quiet,
maybe even a long one, but I’m starting to count the days until the next
outbreak of violence.” He explained that the terrorists are taking advantage of the
hudna to manufacture combat materials.

Yaalon is not alone in his evaluation of how the terrorists are spending the
current hudna period. Some sample warnings of the past three weeks:

GSS head Avi Dichter, July 6: “Israel cannot agree to a hudna of more than a
month unless concrete actions are taken to disarm the terrorist
organizations.”

A “military source” quoted by Ynet, July 6: “The military achievements of
last year’s Operation Defensive Shield and Operation Determined Stand – the
dismantling of the terrorist infrastructures and hierarchies – are gravely
threatened… The terrorists will soon boast new terror cells, explosives labs, and
engineers, who will be ready to take action at the slightest ‘provocation.'”

Defense Minister Sha’ul Mofaz, July 13: “The Palestinian terrorists are using
the hudna to regroup and rebuild the terrorist infrastructures.”

Senior IDF officers said on July 13 that the terrorists are using the hudna
to prepare for war: “they are testing new advanced Kassam rockets, they are
manufacturing 1,000 new Kassams, and there is a revolving-door policy in the PA.”

July 16: A special document submitted to American inspection team chief John
Wolfe by the IDF General Staff Planning Wing shows that some 25 active
explosives-manufacturing labs and 20 arms-smuggling enterprises are operating in
Judea, Samaria and Gaza.

Prime Minister Sharon told Abu Mazen on July 19 that he cannot pass over the
fact that the terrorist organizations are becoming stronger during this hudna
period.

Minister Uzi Landau (Likud) told Arutz-7 on July 21 that whatever positive
gains Israel is currently enjoying from the hudna – more tourism, less security
concerns, etc. – are very temporary and dangerous. “Everything we achieved
against the terrorists and their infrastructures in the past two years are now
down the drain,” Landau said. “They are preparing 1,000 Kassam rockets, and
building up terror cells, and digging tunnels, and we can’t do anything to stop
them…

MK Michael Eitan (Likud) told Arutz-7 on July 27 that he is of the opinion
that “this hudna is allowing the terrorists to reorganize and strengthen
themselves, and that the terrorists to be released will help enhance their manpower,
etc.”
